Off-line (PC-based?) playlist editing?

Organizing hundreds or thousands of tracks on my phone is rather tedious. Do any Android music players have an open format for their playlist so you can edit it on your PC?

Winamp pro for android, or take all the **** from you fone to pc, and use musiclogic.

Almost everything thing I tried sucked. WinAmp doesn't sync playlists properly (if at all); it turns out to be a known problem I didn't know until I tried it. Then I had trouble uninstalling WinAmp from my PC. I tried DoubleTwist but the installer hung and I had to kill it. The closest I've come in iSyncr which looks very promising. The lite version is quite limited but worked like a charm. I think I'm going to buy the paid version.

The Double Twist Desktop client does this for you. I used to use it, but now I do not want the media on my phone so I use the streaming apps to take care of this.
