Hard Reset before installing new ROM?

My phone is running like crap and I want to start fresh with it. I've also decided to try a 3rd party ROM.
Do I need to do a Hard Reset or something else, or will it be a clean slate as part of the ROM install?
    Thanks

edit:if you use safe strap, you do not have to wipe data, to install a rom
but it is a good idea to backup data before installing a ROM

for call log, and texts, look at sms backup +
make sure your contacts are backed up,

    root with motofail
back up apps with titanium backup pro

install safe strap 3, watch how-to video
    use ss3 to install ROMs

    see my list, for links

[ROOT] Framaroot, a one-click .apk to root
I have verified it works with these Motorola devices running android 2.3.4
    Droid 2 (a955), Droid 2 Global (a956), R2D2 (a957), & Droid X (MB810)
