Yeah, pretty much all linux kernel vulnerabilities have been patched in this kernel. But miracle could always happen - let's not lose hope!

This is a serious question that may sound ridiculous...recently bought a Droid3 new to use as a mini tablet....ie., no Verizon involvement...I now find I can't unlock the SIM or root the phone....who owns these phones once you have bought them...

Well.. you likely, probably, should have done your research before buying the phone. Discussion on rooting this phone is over a month old, it's not yet been figured out. It'll get it soon enough.
