Are All Services.jar Files The Same?

I'm working on a new unthrottling project that will be easier and hopefully more efficient, but in order for it to work I need to know, are all services.jar files the same.

I'm talking about between each phone, say, are all the services.jar files on Droid 2s the same?

I need to know this for a fact unless someone wants to be a guinea pig for my new program. (If they are different and it messes up your phone, I can fix it, but make a backup first just in case!)
