No vibration for sms notifications? Is there a fix?

My phone won't vibrate for SMS notifications. I have checked the options to make sure that vibrating is always enabled, in the system and the messaging app. The vibration works for phone calls, but it just won't work for SMS. I tried making a completely new, fresh install to see if that would fix the problem, it didn't. But I seemed to trace the problem to the gapps installation (that is before I installed gapps the sms vibrate worked, and after it didn't). I first tried to use the 7/29 gapps, but when I discovered that gapps might be the problem I started over again and tried the 6/13 gapps, but still no luck. Is this a common bug? Is there a fix? Thanks
