Kernel advice
Liking the stock kernel. But, I would love to find a nice low voltage kernel that was like 250, 400ish, 550 or 600ish and then stepped up to about 1000.
Most I'm finding go from 250 to the 550is without anything in between. I think the 250 is too slow for my phone to come to life when it rings causing a delay.
If anyone knows of one, please let me know.

The 1.2ghz and 1.25ghz kernals have slots at 250, 550, 800, 1000, and above. Try either of these and just set you Max to 1000.
But you say you don't like how slow your phone wakes up from the 250 slot (I agree, to much lag at the 250 slot, just a battery saver with phone idle). I'd say raise your min to 550, but I really recommend you try running the performance gov at 800mhz. Phone never lags, 800mhz is enough for me, and I don't see any significant battery lose vs ondemand gov. I actually felt I was getting worse battery with interactive gov.

Sorry I saw you want a 400 slot. You could go with the 900mhz lv kernal. I'm sure you won't see much difference between 1000 and 900.
