In ROM Manager, JRummy has a minimum brightness hack to be downloaded. I think its part of The Shiz Customizer v.8
It works very well and allows you to retain the settings.

Lots of very helpful replies! Unfortunately, I don't have paid ROM Manager. Anyone have a download link to the brightness apk by droidmod or JRummy? And any reviews of either?

Its called the low brightness hack. i have the apk on my phone now ill post it. just download it and install it like any apk and it will be able to turn your brightness to 2 http://dl.dropbox.com/u/7081072/Brightness.apk
I tried both Dazzle and Dimmer on my phone but both apps lowered the brightness to the lowest setting the stock power widget can lower it to.
On Dazzle I tried the User Set setting, and even when I dropped it to 0 it still looked the same.

Trust me its what your looking for. iv been using it for months works great.
I actually released a second version of it.
The only difference was that you could select the brightness level from the first screen and you didn't need to go into the preferences.
Can you post up the 2nd version?
