a.) do we need it

Most people have reported positive results from flashing the new baseband - better signal strength w.r.t 3G, etc. There are also many who don't observe a difference, and even those that think it's a negative. But I would say (from the smattering of opinion I've seen here) most likely it will improve your phone.

b.) do we need to wipe data

Not at all. If you've found it via the update.zip method, boot into recovery and apply the update.zip. When you reboot, make sure to re-activate your phone *228, option 1. You will also need to sign into your Google accounts again.
