Just to keep this updated - I have spoken with Moto support now 5 times, and their solution to the PPTP encryption issue is to close the ticket since I have a work around (I disabled encryption).
I am waiting for a new DROID due to my email accounts getting removed every day - I don't see this as a hardware issue, but whatever. I asked the verizon folks if they could send me a different model by "accident" but unfortunately another Droid is on it's way.
I am completely unsatisfied with the poor support of exchange and VPN, both "supported" features, and even more with the support channels. This is a second generation device with a massive enterprise behind it, these kinds of issues should not occur.
Sometimes a kneejerk reaction is the correct one, I should have just returned the Droid when I first had the issues - instead of being swayed by the mythical and magic firmware update which fixed any of my issues. Either way I have taken it off my companies supported device list, and recommending BB, WinMo and Iphones instead.
