X randomly stops charging

First off I tried the search function and there are people expericing similar problems but not quite like mine.

While in use and hooked to a charger the phone will randomly start charging. Doesn't matter if its the stock ac charger, 3rd party charger or USB. The phone has never been exposed to water and has only started happening since the gingerbread update.

At first I suspected a hardware issue however the following leads me to believe that its software ... unplugging and then plugging it up about 10 minutes later will allow the phone to chargefor another 5 minutes. Restarting the phone will allow it to charge some. And while the phone is hooked up my batter program will read "fully charged " even though the stock indicator reads what the actual level is (yes I have tried uninstalling this program ... no help). Any ideas?
