Always-on mobile not on my phone

So I have been having problems with my phone syncing with our Novell Datasync Mobility Server. For some reason it is taking forever to sync and push emails. So I have been reading up, and I decided to enable the "Always-on mobile" option. I go to menu>setting>wireless & networks>mobile networks. But when I get into the mobile networks setting, all it it gives me is the System select option. Nothing else! Is this normal, and how do I check to see the statues of Always-on mobile?
