Hey is there a way to put out a mobile hotspot out of the DROID bionic and use the same hotspot off the same device?

I don't follow your question? Are you rooted or stock?
Are you asking, is it possible to use the bionic as a hotspot, and then create another hotspot from the other device? Not necessary, the hotspot from your bionic will connect 5 or 7 devices, I forget which one.
I think foxfi will do the same.

What like connecting to Wifi on your hotspot with the phone that is doing the hotspot?
If so that is redundant because if your phone is broadcasting its internet connection, you should have internet on the phone already...
You are using your data when your hotspot is active... So using your hotspot to relieve your data usage is not going to work.

Droid does some cool and amazing things. Yet it does not do some basic stuff that has been stock on most phones for years. It makes me think the Google developers were marooned in some kind of a 1977 LOST flashback/flashforward/sideways combo reality gameshow
To clarify this I believe, he would like to use his phone as a hotspot, and an AP on the same device, at the same time.
My response would be similar: Not going to happen.
Best bet is to find a local cafe offering WiFi and connect through them and save your data when you really need it.
