That's just silly. lol.
For me, I saved the pic to my desktop, opened it up, then zoomed in about 200%. Then I had to actually stand back a bit to get it to scan -- holding the phone too close to the monitor made the barcode look pixellated. I held the phone back far enough that it actually looked pretty small in the scanner-window (maybe took up 40% of the window's space?)
I knew I was getting close when I saw the dots appearing at the corners of the barcode. It finally scanned after about 10 seconds of "looking" at the barcode in this configuration.

I saved it, opened it in photoshop, rotated it, cut out the qr code, sharpened it, color replaced it, and got a stupid URL.
