best rom for signal strength?

What is the best rom for signal stength? I have simply Stunning 4.4 and would like to either upgrade or change roms so that is why i was asking.

Actually, its not the ROMs that give you signal strength, its the different radios you flash. You can use ROM Manager to get one and flash it onto your phone, which should give you a better signal. If you really want a good ROM, you should install UD 7 and flash the C4301P baseband update and then you should get a better signal.

Also how do I change the rom and not lose my programs, i forget how to do that.

Back up all your apps to your SD card by doing a backup in Astro. Also do a backup in SPRecovery as well to save a current copy of your phone as it is now. You can reinstall all your apps in Astro after you flash the new ROM.
