    Is this for overall Android Developer or Rom Developer. Your title is too general and Xeu is a god among Developers, but does not make Roms unless you count the base for Dark Edge. I voted for him, but if what you are asking is which is my favorite Rom Developer at the moment, it would have to be JRummy.
