HI as well I am new here I do not want to sound completely brain dead but when you say it pulls "information what ever you pull" where does it go to? As I said I am not brain dead but just don't understand and would like to be for I try it. Any information would be helpful Thanks.

It will go wherever you tell it to go...for instance my sdk tools path is c:\and\tools
So in the command prompt if I type
adb pull /system/framework/framework-res.apk c:\and\tools\framework-res.apk
Them it would pull my framework from my phone and put it in my tools folder...hope that makes sense and I typed everything right...there are some good tutorials floating around to get you started aster reading those I learned most of what I know thru trial and error

Ok, nevermind on that issue.
When I try to push the framework-res.apk, it tells me:
adb: not found
I put my framework-res.apk I want to push in my tools directory, is this correct?
Also, when I try adb remount it tells me the operation is not permitted.
So I'm currently doing:
C:/android/tools framework-res.apk /system/framework-res/framework-res.apk
I'm getting an error that tells me the directory does not exist.
I looked up more stuff:
That works. If I do it without the adb root command it tells me permission denied. It then pushes the framework over, but nothing else happens. I restart the phone and none of the changes I made are there.
