It sounds to me like part of the issue here is caused by a bad battery. Assuming you have done a battery pull and that did not fix the issue, and the phone will not charge when off (the bootloader/recovery screens, if they come up, would be a great place to try charging, though), the problem might be fixed simply by buying a new battery for it.
As for your question about the framework-res.apk file, there are a couple floating around

There are several more posted in that thread, along with the step-by-step instructions on how to get them installed (but you seem to know that already). There is a 2.1 version on page 1 of the thread if you have installed 2.1.

Something about your entire situation doesn't sound right. The phone should boot into recovery. You are saying the phone won't turn on, I've never heard that. This must be battery related.
When you can turn the phone on, turn it on with the slider open, and hold down the X key while hitting the power to "power on" the phone. You should at LEAST be able to get to this part.
Follow that link. It'll bring you back to stock.
I got it!! Ty all so much! I installed like 50 update.zip files but they all didnt work. Someone kindly msg'd me telling me make sure to have the phone plugged into the wall not the usb. I plugged it into the wall uploaded the the one update.zip and *BAM* the droid came back to life ty all very very much!
