    I have a 16GB card in my D1.

OS says there is 14.93GB available. There's nothing wrong with yours. Formatting reduces the size is all; its normal.

    +1 I have a 32 gb, and it says 29 gb.
Rooted OG D1 running Liquid Gingerbread 2.6, Project Elite v6.5, Droid Concepts 12 and many more!
    Chevy No.1 Low V 1.1 Ghz Kernal

A Droid Bionic evolved into a Rezound which then evolved into a Nexus! Running whatever Rom I'm feeling for the day.

If forget where I read this and all the details, but what you describe is normal. I believe it's because some of the cards memory is set aside for the system. And if I remember correct, to determine the actual usable space of a card, multiply the the total space (16 or 32) by .93 . Which makes sense from what the others members posted.

Essentially it is different terminology. It's the difference between decimal and binary. In decimal 1kB = 1000 bytes. In binary 1kB = 1024 bytes. Or the difference between a gigabyte vs a gibibyte. Storage space is marketed as decimal, yet computers only understand binary. Definitions of the SI units: The binary prefixes

So the 16GB card maths would look like :
    16,000,000,000 / 1024 / 1024 / 1024 ~ 14.9GiB (binary)

If you were to buy a 2TB (decimal) drive, you would do:
    2,000,000,000,000 / 1024 / 1024 / 1024 / 1024 ~ 1.81TiB (binary)
