That's gonna depend on what type of things you want to do with your phone.

The essential rooted apps for me are the following:
    Root explorer
Overclock app (setCPU is pretty good, not sure how it does on the facinate though)
    Terminal emulator
    CacheMate
    Titanium Backup.

have you considered putting a custom rom and theme on it? That instantly improves your phone!

SetCPU is great for overclocking and stress tests.

It should also be noted that this person has a fascinate.

You should check out the sister forum Samsung Fascinate Forum for more info!

Well, to put a ROM on your phone you have to flash a custom/vulnerable recovery, wipe all data off your phone, and then install the ROM, app pack (if you like things like, say, the Market), and then log back into your account, set your phone back up, and then download any apps you didn't back up with Titanium Backup or MyBackup Pro.

As for what a ROM does, it changes pretty much every aspect of your phone, from the software's look and feel to the overall functionality of your phone. For example, I believe there are ROMs for the Fascinate that have FroYo and probably even Gingerbread by now, whereas the stock ROM is still Eclair.

You'll find some information here, but Guidot's link to the Fascinate forum is probably the best.
