i would love to be able to do this too...the tire manufacturing company i work for thinks their process is gold even though all tire plants work virtually identical, and has the no cam phone policy. but they would be ok with a software disable im pretty sure
I know its a little too late to reply to this thread .... but just a few hours ago i was searching for a method to disable my camera on my droid so that i can carry my galaxy to office ... and after some trial and error i found a fix, so here it is ...
1. Download "titanium backup" and backup your camera.
2. Uninstall Camera thru Titanium backup ... the icon disappears from the menu and the camera is disabled(its actually not disabled... just doesn't have any app to control the hardware)
3. In case you want the camera back, just go to Titanium backup and restore the camera... the camera should be at the bottom of the list ...
BTW: You can run the camera with any other camera app downloaded from the market ... and the LED flashlight also runs fine even after the camera is uninstalled..!!!

concept is to run a background app that takes up the camera hardware without releasing it to other apps such as the default camera app.
