Wonder if this would require a completely new phone, or if they could release it and you'd have to wipe your current phone to blank and install this upgraded OS, since it is foundational.

You can update your phones kernal without wiping so I doubt it

actualy it is my understanding that it would be simple adb command to push the file to the apropriate place

This is nice and alll...
...but how are we going to get this on our phones? The folks at slashdot are skeptical. They say that every JVM maker claims to have superior performance. That part is certainly true. So, for all we know, this whole thing is nothing but a big dud!

We get this on our phones when they decide to release it, or someone pirates it and it gets leaked out. This may not even be something they are working on to be released for free, it very well could be something they would like to sell commercially to android phone users.
As for installing? pretty easy I would guess. If it's like JIT where you have to replace your dalvikvm anyways it's basically the same procedure.
push over the vm and it's libs to the phone, correct the file permissions for the new one and I'm not sure about build.prop or that is just to add the JIT.
reboot done.
hopefully hehe.
