Android Update Alliance Appears to be an Empty Promise...

Back in May it seeemed that all the Droid phone carriers made a promise to update all Android headsets the first 18 months after its launch to the lastest firmware. It seems like its just another empty promise just thrown out the window. Only about half of the world's headsets are running 2.3, which is almost a year old already. So it would be great to hear an answer on why Big Red isn't living up to their promise... =/
