If you have some handle on Android API and knows something about Java reflection, Then this might interest you. There is some hidden functions in Android API that can successfully get the details of neighboring cell. with this details we can determine the difference between the network strengths available in a cell site. So finding out the best cell site and resetting the connection as many as times till Android system selects and sets our determined best connection is the trick (Note: No 3rd party apps can set the connection directly, so this is a trick that I'm doing so that the best connection will get recognized by Android system. In most cases the first network reset will do the magic, but you know not always).
