Ah, yep it is downloading. So basically I just replace the current otacerts.zip with the one you attached?

That is exactly what I did. Instead of constantly re downloading it gave me the option to install, which I did. SPRecovery won't allow it to change anything, but it finally thought it was updated.

i have a brand new droid, whats the first step on switching to this ROM. im pretty tech savy just not in droids so please be detailed as possible thanks

I wouldn't bother with this ROM. It's old, outdated and won't be seeing any updates soon. If you want a ROM, check out Bugless Beast or Cyanogen Mod.
