Solved How to block a wifi connection Android 5.1

My friends note 5 keeps scanning and trying to connect to another router that's not theirs. Skews everything down. Is there a way to forget that network or block it?

Is the "Always allow scanning" option on?

It was, I had turned off all the other options, thanks. Hopefully that cures it
